Commissioning can be considered as a quality-assurance process. The main objective of the process is obtaining optimal system performance in accordance with the design intent and the owner’s operational needs.
The design-phase commission plan includes areas such as Documentation of Owner’s Project Requirements (OPR), Design Intent and Basis of Design Documentation, and Commissioning Specification Development.
